Turkey’s biotechnology industry is accelerating rapidly, driven by strong government support and ambitious investments in biopharmaceuticals, vaccine development, and high-value biotech products. At the heart of this surge is the government-led Istanbul Biotechnology Valley Project, a massive initiative with an investment of 12 billion lira (about $2 billion), spanning 2.7 million square meters. The project aims not only to create a dedicated innovation hub for biopharma, healthcare, agriculture, and environmental technology, but also to establish a fully integrated industrial ecosystem..

Recognizing Taiwan’s strengths in biotech and pharmaceuticals, Dr. Ercan Varlibaş, Chairman of the Biotechnology Industrialist Association (BIYOSAD), visited Taiwan during the 2024 Healthcare+ Expo Taiwan to actively seek investment and partnership opportunities. “The Biotechnology Valley has secured government approval and is expected to generate 200,000 jobs. Already, 120 companies have signed on, with the first phase set to launch operations in the first half of next year,” Dr. Varlibaş shared. He emphasized that the Turkish government is offering unprecedented incentives for this project, streamlining administrative processes, cutting red tape, and introducing clear reward mechanisms for foreign investment-a clear signal of its commitment to attracting international partners
Turkey’s biotech sector is at a critical inflection point. In the past two months, Dr. Varlibaş has visited major biotech hubs in South Korea and Boston, engaging with industry and government leaders. Taiwan is his third key stop in a short period, underscoring its importance in Turkey’s global biotech collaboration strategy.

Dr. Varlibaş highlighted Turkey’s unique geographic and policy advantages: the country’s free trade agreement with the European Union allows products manufactured in Turkey to enter the European market tariff-free, making Turkey an ideal springboard for global companies targeting Europe. He encouraged Taiwanese biotech firms to seize this rare opportunity to “land in Europe” through Turkey.

Unlike traditional industrial parks, the Biotechnology Valley is designed for systemic integration. The campus will feature university partnership zones, startup incubators, financial institutions, and regulatory agencies, aiming to create a seamless industry chain from R&D and trials to commercialization. “This platform covers healthcare, pharmaceuticals, food, agriculture, and environmental technology, opening up unprecedented collaboration opportunities for Taiwanese companies,” Dr. Varlibaş noted.

Looking ahead, as the Biotechnology Valley in Istanbul comes online and Taiwan’s biotech sector responds to partnership invitations, both sides are poised for deeper alliances. This collaboration promises to inject new vitality into Turkey’s biotech sector and open a new gateway for Taiwanese biotech companies to enter Europe, creating a win-win future for both nations.
