National Applied Research Laboratories

For a more innovative environment, NARLabs will serve as a platform to align upstream and downstream segments along the R&D continuum, which will be one of the crucial aspects in Taiwan's S&T transformation process. In this connection, the pressing task for NARLabs is to augment the “translation” function and maximize its roles in elected projects of various fields with potentials for success. For example, the establishment of platforms of next-generation smart electronics and experimental biological materials is to elevate the development potentials in Taiwan's information and communication technology and bio-technology industries. Nonetheless, the related connection and integration shall proceed with the formulation of complementary measures and implementation of performance management so to meet the future needs in developing the country's innovative R&D programs and economic system.

National Center for Hight-performance Computing, National Applied Research Laboratories

NCHC has been actively participating in large-scale domestic biomedical projects. The development of new generation sequencing technology makes genome sequencing more available and results in producing a large amount of genome sequence data. Significant progress also has been made on biomedical imaging due to recent development of GPU and AI technologies. However, most biomedical data has been stored in different locations, and it is difficult for researchers to integrate and store the data. Therefore, NCHC actively builds facilities to create a high-performance analysis service and data sharing platform dedicated to biomedical science. This year, there will be three subjects in the exhibition, as well as important national projects that NCHC will participate in the future:
1. Life Science Informatics on Cloud Services (LIONS)
2. Taiwan BioBank database releasing platform
3. Platform for the sustainability of health data -build a national friendly biomedical data analysis and sharing platform

National Health Research Institutes

The National Health Research Institutes (NHRI) is a non-profit foundation established by the government with its organization charter created by an Act of Congress (Legislative Yuan) and signed in 1995 by President Teng-hui Lee. Being an autonomous research organization under the supervision of the Department of Health, Executive Yuan, the NHRI is dedicated to the enhancement of medical research and the improvement of health care in this country.

Scientists at the NHRI conduct mission-oriented medical research and investigate many aspects of the basic biomedical sciences, as well as specific diseases. These range from the common problems such as aging, cancer, infectious diseases, mental disorders, occupational diseases, to health policy. It is our hope that the knowledge, experience, and facilities at the NHRI will become important resources to the whole nation in understanding, preventing, and curing diseases. There are several collaborative research projects between the NHRI and medical centers and hospitals. It is anticipated that both public and private sector efforts of the NHRI will help achieve excellence in medical research in Taiwan.

The National Laboratory Animal Center (NLAC) is under the jurisdiction of the National Applied Research Laboratories. Being the largest laboratory animal resource center in Taiwan, NLAC also acts as the foundation and key platform for the development of biotechnology industry and biomedical research.

To uphold its core values of "Quality First, Welfare Foremost", the Center provides diversified animal resources and testing services based on a dual-track approach of advancing scientific application and animal welfare.

“Technology for containment against COVID-19”
During the pandemic period, we use wearable devices (including ECG smartwatches, bluetooth pulse oximeters and continuous, real-time body temperature monitoring system) for early detection of any sign of clinical deterioration. The data can be transmitted to the cloud automatically for monitoring and review. In each isolation room, we also setup a novel high-definition video monitoring system to evaluate patient condition remotely. Besides, each room is also equipped with a communication system allowing medical personnel and patient/caregiver to communicate anytime without physical contact. These measures can significantly reduce the need for medical personnel to contact COVID-19 patients while maintain high quality of medical care at the same time. After discharge, we use wearable devices to monitor body temperature, heart rate and oxygen saturation to ensure the safety after discharge in COVID patients.
As for outpatient service, the traditional mode inevitably increases numerous contact between medical personnel and chronic yet stable patients. Per the “Rules of Medical Diagnosis and Treatment by Telecommunications” with recent relax of restrictions made by the Ministry of Health and Welfare, stable patients requiring follow-up treatment can be managed and provided prescriptions through telecommunication without any physical contact with medical personnel. This new medical model hugely reduces personal contact during the pandemic period and is considered the future of medical care.
